I tried restarting the phone but that didn't fix the issue. There was a notification alert about "OnePlus finish setup" which I click on to finish.

I did not restore any backups on my Google account. I thought maybe having both devices connected, screwed Google Play Store on the app updates. Out of the blues Google Play Store finally updated all 15 apps! Unable to pin point exactly what solved the problem for my case but those are the steps I did before it started working normally.

Reset App preferences. Reset network preferences. Restarted the device. Power off and then Restarted. Sometimes the download will work but will stuck again. Not reset the device because I have more than 25 downloaded apps including my banking apps so it's a pain to download and reconfigure these all again. Any solutions without Resetting will help.
